Bobby Scott

Robert Scott is the U.S. Representative from Virginia’s 3rd congressional district. A Democrat, he represents most of Richmond, all of Portsmouth, along with most of the black-majority areas of Norfolk, Hampton, and Scott’s home in Newport News. Scott is the longest-serving member of Virginia’s Congressional delegation.
